Corrupt Practices!

The Foreign Corrupt Practices Act of 1977 (“FCPA”) was enacted for the purpose of making it unlawful for all U.S. persons to pay money “ . . . to a foreign official to influence the foreign official in his or her official capacity . . .”  You may have read last year that Walmart is being investigated by the U.S. Justice Department for potential violations of the FCPA.  The Justice Department alleges that Wal-Mart’s Mexican unit bribed Mexican officials and covered up the scheme.

More recently, though, you may have read that for years the U.S. government via the CIA has been sending suitcases of cash totaling millions of dollars to Hamid Karzai, the President of Afghanistan.

Perhaps I’m just confused, but  . . .
